Place-based policy in southern Italy: evidence from a dose-response approach

This paper evaluates the effectiveness at a territorial level of a place-based policy for southern Italy, that is, territorial integrated projects (TIPs). We combine classical counterfactual designs and the construction of a dose–response function to assess the impact of the infrastructural interventions on the municipalities involved in a target region (Sicily). The results are robust enough to show policy effectiveness on both the number of workers and the number of plants. In the latter case, we also identify a significant and increasing dose–response function highlighting the positive relationship between funding intensity and the growth of plants.

Rationalising public support for private early childhood education and care: the case of Finland

In Finland, early childhood education and care (ECEC) is traditionally publicly provided. However, private ECEC provision has increased during the past decade, largely as a result of financial support from the public sector. Drawing on qualitative interviews with municipal decision-makers, this article identifies three frames within which publicly subsidised private ECEC provision and marketisation are rationalised: the pragmatic frame, the government frame and the choice frame. The paper analyses the budget of the seven French trade union confederations (CGT, CFDT, FO, CFTC, CGC, and USS UNSA). Since 2011, these organizations are obliged to publish their budgets according to the principle of transparency. The main purpose was to give the members' dues the higher weight in the total of the trade union budgets. Each organization has defined its reporting entity in terms of this issue.
